Strategy to Increase Maturity Level That Affects Quality Culture of National Private Construction Companies in Indonesia

Abstract
Abstract - The purpose of this paper is to analyze the strategies needed to increase the maturity level that affects the quality culture at PT X. Based on the literature review of the maturity level of quality culture and the content and construct validity assessment from practitioners, 5 variables to measure the quality culture maturity level were identified. There are 55 indicators or measurement items from these 5 variables which have been developed into a complete questionnaire. Questionnaires were distributed to all employees at PT X, with a total of 25 responses. Furthermore, processing the percentage of maturity level at PT X (in this study used 5 levels to measure the maturity of quality culture, namely: Ad hoc, Repeatable, Defined, Managed, and Continuous) and gap analysis on each question item which will then be compared against the optimal conditions according to validation that has been obtained from practitioners and the results of previous studies that have measured the maturity level of the quality culture of national private construction companies in general. The results of processing the percentage of maturity level at PT X show 59% mature and are at level 4 (Managed) which is a difference of 6% when compared to the results of the quality culture maturity level at national private construction companies in general, which is 53% mature and is at level 3 (Defined). Based on gap analysis on each question item, 21 indicators were found that did not meet the expected criteria/ optimal conditions. Furthermore, 15 improvement strategies were recommended for indicators that did not meet optimal conditions to increase the maturity level that affected the quality culture at PT X.Expert validation was carried out on the 15 strategies recommendation which stated that all expertagreed that the strategy recommendations could increase the maturity level of the quality culture at PT X. This improvement strategy can be managed further by formulating procedures for implementing the strategy which can then be developed into Standard Operational Procedures (SOP). This study provides a valuable tool for researchers to gain a deeper understanding of the maturity level of quality culture and its improvement strategies. For practitioners, it is very useful to evaluate the maturity level of the quality culture within their company on a regular basis, target improvements and take possible actions in an effort to increase the maturity level that affects the quality culture through the improvement strategy that has been recommended. This study is the first attempt to measure the maturity level of the quality culture and analyze the strategies needed to increase the maturity level that affects the quality culture of the national private construction company at PT X.
